The cover letter is a central part of the application dossier. It guides your application and it gives you the opportunity to shed light on your skills, experiences and goals that are relevant to the particular position, and to show how they all bind together to make you an appropriate candidate. The CV gives you the space to include additional pertinent details about your experience, but it needs to be wisely crafted so that the reader can easily find accurate information about you.
